Description

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE.  The Naval Air Systems Command intends to negotiate and award a sole source basic ordering agreement (BOA) order for supplies and services to support the AN/AAQ-45 Distributed Aperture Infrared Countermeasure (DAIRCM) system and the Deployable Flight Incident Recorder System (DFIRS) and associated equipment. The BOA will include, but is not limited to, logistics and engineering efforts to support non-recurring engineering (NRE) for technical insertion of the DAIRCM software Operational Flight Program (OFP) into multiple platforms; procurements of WRAs, SRAs, Support Equipment, materials, piece parts, and technical data; repairs and refurbishment of WRAs, SRAs and Support Equipment; and support of test and Fleet aircraft installs. The engineering support efforts to be procured under the BOA include, but are not limited to: fault analysis and corrective actions; performance of studies as required; software/hardware development efforts; test and field support; aircraft integration support and non-recurring engineering and Engineering Change Proposal (ECP) development.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
