Description

This is a Pre-Solicitation notice only. This notice does not constitute a request for proposal, request for quote, or an invitation for bid; it is solely used as a pre-solicitation notice. 

This is a Design-Bid-Build project located at Keflavik, Iceland.  The Dollar Value of this project is $5,000,000 to $10,000,000.  This construction project will be limited only to United States and Icelandic contractors.  The statutory authority for this limited competition to be conducted pursuant to other than full and open competition is 10 U.S.C. 3204(a)(4), as implemented by FAR 6.302-4; International Agreement. 

The project involves the renovation of thirteen (13) existing Hardened Aircraft Shelter (HAS) aprons to provide drainage and Oil Water Separators (OWS) to protect the environment from spills during refueling operations at Keflavik Air Station. The construction will involve saw cutting at the existing aprons, installing a trench drain, storm water sewer piping and manholes, oil water separators, and patching of the aprons.

The contract delivery date for the basic contract and all options is anticipated to by 520 calendar days from Notice to Proceed (NTP).

The solicitation will be available on or about 22 May 2023.  Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Request for Proposal will be posted on the following sites:

  1. Procurement Integrated Enterprise Environment (PIEE) site and can be viewed at https://piee.eb.mil/   
  2. System for Award Management (SAM) and can be viewed at https://sam.gov/content/home

Both a site visit and a pre-proposal conference will be conducted.  Dates will be found in the solicitation document.

All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.

It is the responsibility of the contractor to check PIEE and SAM frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offerors inability to access the documents posted at the referenced website. No CDs or hard copies will be made available.
