Description

Notice of Intent to Sole Source for Non-Hazardous Solid Waste Disposal Services (Garbage Collection) at the National Energy Technology Laboratory (NETL) in Albany, Oregon

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Republic Services, Inc. for the purpose of obtaining Non-Hazardous Solid Waste Disposal Services (Garbage Collection) at the National Energy Technology Laboratory (NETL) in Albany, Oregon for five (5) year period through September 30, 2027. This is considered a sole source to the Republic Services, Inc. because only one supplier can furnish this service. These services (including applicable rates) are governed by the City of Albany’s Municipal Code, Section 3.28 entitled “Albany-Lebanon Sanitation Company Franchise.” This code provides for a franchise agreement to Albany-Lebanon Sanitation (now Republic Services, Inc.) as the sole provider of this service within the city limits. The Republic Services, Inc. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL’s requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on August 31, 2022. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
