THIS IS A SPECIAL NOTICE ANNOUNCEMENT FOR A REQUEST FOR INFORMATION (RFI) AND AN UPCOMING INDUSTRY DAY ON 2 MAY 2024 FOR A SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENT (SABER) INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT. THIS IS NOT A SOLICITATION AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT.  THE UNITED STATES AIR FORCE (USAF) WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES IN RESPONDING TO THIS RFI. 

The 30th Contracting Squadron, Vandenberg AFB, CA will be hosting an Industry Day for the 5-Year Simplified Acquisition of Base Engineering Requirements (SABER) Program on 02 May 2024 at 9:00 AM Pacific Daylight Time (PDT) at 1515 Iceland Ave, Bldg 8500, Room 215C (RRC), Vandenberg SFB, CA 93437.  The purpose of this Industry Day is to provide information about and request industry comments on the draft SABER solicitation. 

The SABER program is a multiple award firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of maintenance, repair, and minor construction projects, which do not require the use of a registered architect or engineer, at Vandenberg Space Force Base and its associated sites to include Santa Ynez Peak, Orcutt Hill, Point Mugu, Pillar Point Air Force Station, Anderson Peak Tracking Station.  Task orders are estimated between $2,000 and $5,000,000.  During the ordering period(s), Base Civil Engineering will identify construction tasks required for each specific job and Contracting will negotiate and issue individual task orders to the contractors for those jobs.  

This requirement is a competitive acquisition using Sealed Bidding procedures. The award will be set-aside for 8(a) contractors under the NAICS code 236220 in accordance with FAR 19.805-1.  The size standard is $45M.

The RSVP must contain: 

  1. Company Name 

  2. SAM.gov Unique Entity ID (UEI) 

  3. The names of the attendees** (Attendees will be limited to 3 individuals per company due to limited room capacity) and whether any of the attendees need base access. 

**For individuals that do not have base access, the names must be provided as shown and must match their government issued ID (e.g. driver’s license, passport, etc.):

Questions or feedback in response to the Industry Day and draft Invitation for Bids are required in writing no later than 8 May 2024 at 12:00 PM PDT. 

Attendance to the Industry Day is not mandatory for contractors interested in the program. Contractors that cannot attend are encouraged to email questions to the contacts listed.  The Government will not be liable for any costs contractors may incur as a result of the Industry Day.
