- The requiring activity is Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia. NNSY Lifting & Handling Department (L&HD) requires a firm fixed price contract for engine diagnostic on all dock cranes equipped with Volvo Engines, Original Equipment Manufacturer (OEM) approved set point modifications, and clearing fault codes.

Services. The contractor shall provide OEM certified technicians, transportation, equipment, tools, materials, supervision, technical expertise, and OEM engineering support to perform engine diagnostics on (NNSY’s) dock cranes with Volvo engines when required by the L&HD. The contractor shall utilize only OEM manuals, and OEM publications. Concurrence will be required from the Subject Matter Expert (SME) or Contracting officer representative (COR) before modification can be made to ensure the new OEM publication / modification was authorized by the OEM. Contractor work performance shall encompass troubleshooting and evaluating, diagnosing Dock Crane Volvo engines issues that result in malfunction or shut down of any Dock Crane in the NNSY crane fleet. The contractor shall be responsible for clearing any fault codes that require dealer authorized software that is strictly proprietary by the OEM. The contractor shall be required to stay on site until crane is back to a satisfactory condition. Communication shall be conducted with the (COR) contracting officer representative throughout the site visit to insure engine is running in satisfactory order. It will be the responsibility of the (COR) contracting officer’s representative to disseminate all information to contracting officer and all involved entities.
Contractor workmanship shall provide a standard of quality consistent with that of OEM specifications and government high quality expectations. The contractor shall perform work in accordance within latest OEM publications cited in reference 2.1.
