*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Lyza Johnston DBA Johnston Applied Marine Science (JAMS) of Saipan, Northern Mariana Islands, United States for the continuation of the baseline for nonpersonal services for Operational and Scientific Support of the Saipan Coral Nursery Pilot Project Structure Maintenance and Outplanting FY22-FY23.
***The sole source determination is based on the NOAA, National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO), Habitat Conservation Division (HCD), has a need for ongoing need for resource management and conservation issues. The established baseline on these issues would be lost and could not be replicated if the work was shifted off the current support system including the current vendor procedures. JAMS “knowledge, Skills, abilities, accessibility and previous interaction with this nursery is vital to the continuation of a sustainable and maintainable nursery.”
The Period of performance is 9/30/2022 through 9/29/2023 and 1 option yeart through 9/23/2024. The option year may or may not be exercised at the discretion of the Government.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
