The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires Waste Removal Service for the NOAA Ship Nancy Foster.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-23-00385 is issued as a firm, fixed-price, commercial request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

(iv) The NAICS code for this acquisition is 562111, Garbage Collection Services; the small business size standard is $41.4m. This acquisition is being solicited as Full and Open Competition.

(v) Line items are as follows:

CLIN 0001:       10 Yd. Closed Top Waste Container Monthly Rent and on-call disposal / exchange up to 20 times per year.

(vi) Description of requirements for the items to be acquired:  The NOAA Ship Nancy Foster requires the procurement of waste removal service. They require a 10 yard, closed top waste container, available and remain on site, with disposal/exchange on request by NOAA ship personnel. Disposal/exchange will occur up to 20 times per year.  Quotes must include signed agreement to provide waste remvoal services at FLETC.  If you do not include this documentation your quote will not be considered.

(xv) Offers are due 17-Jan-2023 at 1600 hours PST. Offers can be submitted via email to: isaac.bright@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor’s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers will not be considered.
