The Department of Homeland Security (DHS), Federal Protective Service (FPS), Protective Security Operation Division (PSOD) is soliciting quotes to procure inert Covert Security Testing (CST) Kits. The aforementioned commercial supplies shall be secured through a streamlined solicitation as outlined under FAR 12.603. As such the following synopsis information as required under FAR 5.207 is being provided:

(11) Description: Solicitation 70RFP322QEH000005 shall procure inert Covert Security Testing (CST) Kits. DHS/FPS intends to award a Firm Fixed Price, Commercial Type Purchase Order in response to Request for Quote (RFQ) 70RFP322QEH000005.  This requirement is set aside for small business.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation is hereby included.

A complete description of the requirements briefly described herein, to include Statement of Work, terms and conditions, provisions, clauses and associated attachments are all included in the formal Request for Quote (RFQ) 70RFP322QEH000005 attached to this synopsis/solicitation announcement.

The Government will conduct a best value procurement in accordance with FAR 13.106-2 considering price and other factors.  In addition to price, quotations shall include pictures of the items the vendor intends to use to satisfy this requirement along with sample kits for evaluation. The Government may also consider vendor past performance as part of the best value award.

Facsimile proposals are not permitted and will be disregarded if received.
