Description

Amendment C0002 is to extend teh questions submission date to December 19, 2023.

Amendment C0001 - to cancel the mandatory site visits to both GPO's locations and change the date for the questions submission.

The purpose of this contract is to purchase two ten-unit sheet-fed offset presses (SFOP) with Oxidative and Ultra Violet (UV) curing capability and associated services to support the Security and Intelligent Documents Division (SID) of the Government Publishing Office (GPO) customers. The products, supplies and services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

The U.S. Government Publishing Office (GPO) requires two 10 unit sheet-fed offset presses (SFOP) capable of printing high quality images on substrates with UV curing and rainbow printing capabilities and associated services to be delivered and installed in Washington, DC and in Stennis, MS. The Contractor shall propose a solution based upon the requirements set forth herein, that adhere to the specifications as written. 

C.1.1 Reference Documents:

The SFOP to be provided by the Contractor under this contract shall meet all current U.S.  commercial codes and industrial standards, or equally stringent international standards, for manufacturing of high quality industrial equipment, commercial printing presses and finishing equipment to be utilized within an industry environment. The following is a listing of specific standards that the SFOP shall meet:

C.1.1.1 National Electric Code

C.1.1.2 All applicable sections of American Conference of Government Industrial Hygienists

(ACGIH) (www.acgih.org)

C.1.1.3 All applicable documents related to Energy Policy Act of 1992 with specific reference to Executive Order 13123 (www.omb.gov)

C.1.1.4 All applicable Occupational Safety and Health Administration (OSHA) standards

with specific references to OSHA standards 29 CFR 1910 (www.osha.gov)

C.1.1.5 All applicable codes and standards of U.S. Environmental Protection Agency (EPA) and District of Columbia (DC) government (www.epa.gov)

The Contractor shall:

C.2.1     Provide two 10 unit sheet-fed offset presses which conforms to or exceeds stated requirements outlined in Section C

C.2.2     Provide definitions of all external utility requirements

C.2.3     Deliver and rig all equipment at the installation site

C.2.4     Provide the required interconnection and integration

C.2.5     Meet Performance Testing Criteria (Section C.4)

C.2.6     Provide required training (See C.16 Operator Training).

C.2.7     Provide warranty for minimum of 12 months on parts and labor from the time of GSAT acceptance.

C.2.8     Provide telephone support within 4 hours after being contacted by GPO regarding service issue or maintenance.

C.2.9     Provide on-site technical service within 24 hours of being contacted by GPO regarding service issues.

C.2.10     The Contractor shall be responsible for providing the GPO the Site Preparation    documentation according to Section F.5.6.
