Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated July 12, 2021.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334511.
The Government intends to award a single firm-fixed-price contract, on a lowest price technically acceptable (LPTA) basis, for toll aggregation services.
The anticipated period of performance is September 30, 2022-September 29, 2025, which includes one (1) 12-month Base Period and two (2) 12-month Option Period. Acceptance and delivery will be FOB destination.
Background
The Defense Counter Intelligence and Security Agency (DCSA) is responsible for conducting the majority of Background Investigations for the Federal Government to support suitability, national security clearances, and regulatory investigations. The Government intends to contract for toll aggregation services for the General Service Administration (GSA) lease vehicles in the agency fleet. The fleet of government owned vehicles (GOVs) is spread across the country and needs the ability to travel on toll roads without interruption using automated transponders or other technology with an internet based reporting and billing system. The full requirement for contractor provided toll aggregation services includes transponder equipment and customer support.
Objective
The purpose is for Contractor Toll Aggregation Support Services nationwide that can meet DCSA’s deliverable schedule.
