Description

This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce
the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a firm fixed price
purchase order on a on a noncompetitive basis to University of Hawaii Systems under the authority of FAR
13.106‐1(b) due to only one source being reasonably available to meet the Government's needs.

The requirement is for the procurement of research and development of novel approaches for fabricating
quantum bit hardware using 2d graphene nanomaterials. The scope of this order requires the development of
novel approaches to quantum information representation by building upon recent advances in superconducting
graphene technology. The final deliverables include three (3) kinds of basic quantum bits circuits developed
utilizing magic angle twisted bilayer graphene as a superconductor as well as accompanying documentation of
results, findings, and conclusions at end of period of performance.

Please be advised that the aforementioned information is anticipatory in nature and is not binding.

All responsible sources may submit a quotation to be considered by the agency via email no later than 3PM PST
on 27 December 2021. Telephone responses and requests will not be accepted. A determination by the
Government not to compete the requirement based on responses to this notice is solely within the discretion of
the Government.

Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13
apply.

The applicable NAICS Code is 541713 and the size standard is 1000 employees.
