Description

This is a Sources Sought Synopsis.  The Javelin Product Office is conducting market research to support the acquisition strategy for the Javelin Platform Adapter Kit (JAV-PAK).  The Government anticipates issuing a contract for FY26-29 requirements for the development of an adapter kit capable of integration with multiple ground and air platforms. This adapter kit would be required to meet all MIL-standards and able to secure Material Release.  It is anticipated this action will be limited to the National Technology and Industrial Base (NTIB). Following this development effort multiple product offices would seek production collaborate on an FY29-33 production contract to outfit their respective platforms with JAV-PAK with initial estimates ranging from 60-250 kits purchased per year.

This Sources Sought is for informational purposes only. This is not a request for proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract because of this notice. No funds are available to pay for preparation of responses to this notice. Any information submitted by respondents to this sources sought is strictly voluntary.

No later than 21 days from the date of issuance, interested businesses should provide a Statement of Capability, which includes information on company background and past performance relevant to the requirements stated in this notice. Government is seeking to own full TDP and rights to the JAV-PAK.

Past performance should emphasize the following areas:

  1. System Integrator providing supply chain management and contract administration.
  2. Experience in the integration of Javelin or like missiles on platforms to provide anti-tank capabilities.
  3. Previous success in providing logistics support through a material release process and sustainment of a product.
  4. Vision for future product improvements.
  5. State areas where anticipated Intellectual Property or Proprietary rights would be claimed and at what benefit to the Government (Cost or Schedule).

Responses should include:

  1. Company Name, CAGE Code, DUNS, and Address of the contractor
  2. Point of contact including name, title, phone and email address
  3. Size of contractor, average annual revenue for the past three years and number of employees
  4. Whether the business is currently classified as a Large, Small, Small disadvantaged, 8(a) and/or Women owned small business, or service disabled veteran owned small business.

Please send submissions via email to daniel.s.bader2.mil@army.mil.  Submissions shall not exceed 20 pages (8.5 X 11 inches).  Format of submissions shall be in accordance with the outline above.  Font shall be size 12 with one-inch borders.  All information must be submitted at no cost or obligation to the Government.  No information marked {Proprietary to company name} will be disclosed outside of the Department of Defense.  No telephone inquiries will be accepted.  The documentation provided will not be returned.  This is not a Solicitation and does not obligate the Government to issue a Solicitation.
