Description

The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award under the authority of FAR Part 13 to The Boeing Company, PO Box 3707, MC 21-22, Seattle, Washington 98124, for a subscription services to MyBoeingFleet.com for aircraft maintenance and operations manuals and publications along with revision services, for JPATS fleet of aircraft, two (2) Boeing 737-400’s, two (2) Boeing 737-700, and one (1) Boeing 737-800.  These aircraft are maintained and operated to mandatory regulatory requirements of Title 14 CFR Part 91 for flight into National airspace. As a minimum, access to the following manuals are required by JPATS in order to perform the JPATS operational missions: Aircraft Maintenance Manual (AMM), Fault Isolation Manual, Fault Report Manual, Illustrated Parts Catalog (IPC), Maintenance Planning Data, Structural Repair Manual (SRM), System Schematic Manual and the Wiring Diagram Manual, Flight Operations Manuals (FCOM), and Quick Reference Handbooks (QRH). In addition, to these publications, the requirement also includes revision services that will provide an approved system for periodic revisions of each of the manuals identified above ensuring that each remains current with the latest data from the aircraft manufacturer and airworthiness authorities. Lastly, this service must include the ability to access Service Bulletins and Service Letters from Boeing in addition to Airworthiness Directives from the FAA both digitally (website) and in some cases hard copy, as requested by JPATS. The period of performance will be from October 1, 2024 – September 30, 2025.

This requirement will be solicited in accordance with the authority of FAR 13.5. Per FAR 13.501(a)(2)(ii) the approved sole source justification is attached to this notice. The NAICS code for this procurement is 336411 - Aircraft Manufacturing.

The intent of this notice is for informational purposes only. This Notice of Intent is neither a formal solicitation nor a request for competitive proposals. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. However, any information received within fifteen days after the date of publication of this notice will be considered by the Government. Information in response to this notice must be addressed in writing via e-mail to Victor J. Stamps, Contracting Officer, at Victor.J.Stamps@usdoj.gov. no later than 11:00 am CST on September 13, 2023. No phone calls regarding questions will be accepted and will not receive a response. The Government will not be responsible for any costs incurred by responding to this notice.
