Title: Procurement of Facility Equipment

The U.S. Army Corps of Engineers (USACE) sources sought announcement is issued to conduct market research and identify parties interested in and with the resources to support this requirement for the Procurement of Facility Equipment This contract is for the procurement of facility equipment for the Egyptian Navy located at  the Ras-El-Tin Naval Base in Alexandria, Egypt. The list of parts to be procured is attached to this document (reference Appendix A).

It is anticipated a single firm fixed price contract will be issued with a period of performance 150 days from contract award..

There is no solicitation currently. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 

It is expected that the future Request for Proposal (RFP) will utilize Federal Acquisition Regulation (FAR) Part 13.5 Simplified Procedures for Certain Commercial Items and be evaluated by Lowest Price Technically Acceptable (LPTA) source selection process.

Offeror’s must be actively registered in the SAM system in accordance with Federal Acquisition Regulation (FAR) Clause 52.204-7 System for Award Management. Offeror’s may register in SAM on the internet at: https://www.sam.gov.

Offeror proposals submissions must be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.

1. If your organization has the potential to perform the contract requiremnts described in the Attached Draft Staement of Work (SOW), please provide the following information:

2. Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization.

3. Ability to provide services consistent in scope and scale with those described in the Draft SOW.

4, Ability to provide corporate financial, human capital, and technical resources required to successfully perform the SOW requirements

5. Ability to provide Project Management that includes compliance with program schedules; cost containment; meeting and tracking performance; and risk mitigation.

This requirement will be procured through the System for Award Management (SAM) using full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions: Interested parties who consider themselves qualified to perform the SOW services are invited to submit a Statement of Capability (SOC) in response to this Sources Sought Notice. All responses under this Sources Sought Notice must be emailed to joe.l.libbey@usace.army.mil and diane.e.delathouder@usace.army.mil. The SOC is limited to 12 pages including the cover page and table of contents page.

The SOC must contain a cover letter including the company name, address, point of contact, telephone and e-mail address, and business classification.  In addition, provide proof of System for Award Management (SAM) registration. The email’s subject line must read  Sources Sought.- Procuremnt of Facilities Equipment.
