NAICS 237310  “Highway, Street and Bridge Construction" with a size standard of $39,500,000.00.

The Great Lakes St. Lawrence Seaway Development Corporation has been tasked to solicit for and award construction services for the Eisenhower Diffuser Pit Shotcrete which is located at the Eisenhower Lock at 76 Barnhart Island Road, in the Town of Massena, New York.  The proposed project will be a competitive, firm-fixed-price (FFP), contract procured in accordance with FAR 15, Contracting by Negotiations.

The scope includes furnishing all plant, labor, equipment, and materials, and perform all work to rehabilitate concrete on the Eisenhower Lock Diffuser Pit walls, which is located in the Town of Massena, New York.  Each winter the Great Lakes St. Lawrence Seaway Development Corporation (GLS or Corporation) performs inspections and winter maintenance on the Eisenhower and Snell Locks.  Inspections during previous winter maintenance periods have indicated the need for concrete rehabilitation on the Eisenhower Lock’s diffuser pit walls.  The intent of this project is to perform concrete rehabilitation in these damaged areas, including the demolition of concrete and installation of steel reinforcement as necessary.

Pursuant to FAR 36.204, the magnitude of construction is between $500,000 and $1,000,000.

Additional information in accordance with the Statement of Work will be included in the Request for Proposal (RFP) package.

It is anticipated that the RFP will be released on or about 29 September 2022 with proposals due on or about 17 October 2022.

The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper format. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award.

Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (237310) to this acquisition must be in vendor’s SAM registration.
