Description

The Court Services and Offender Supervision Agency (CSOSA) has been tasked to solicit for and award a procurement in which a Contractor administers an evidence-based curriculum or course that instructs offenders in stress management and reduction techniques.

Description/Scope of Work:
The Contractor shall provide all services, personnel, equipment, materials and books, supplies, and any other items as well as non-personal services to administer an evidence-based curriculum or course that instructs offenders in stress management and reduction techniques.

Curriculum/Course:The evidence-based curriculum or course must have a third (3rd) party published assessments of its application or efficacy. The published assessments must demonstrate that the curriculum or course, when instructed by certified and qualified personnel resulted in a positive impact on personal traits such as mood, self-esteem, coping, emotion and stress regulation, impulse control, or mindfulness.

Mindfulness is defined as “intentional regulation of attention to and awareness of the present moment, and nonjudgmental acceptance of the ongoing flow of sensations, thoughts, and emotional states”.

•    The curriculum or course shall demonstrate a range of techniques or methods, including but not limited to yoga, breathing exercises, diet and nutrition, and other techniques. All techniques or methods, however, shall support the evidence-based outcome.

•    The curriculum or course shall clearly specify each session’s components, which may include a technique or method lesson, discussion, or an exercise that curriculum or course participants apply to everyday life.

•   The Contractor shall specify the number of sessions that a participant must attend in order to complete the curriculum or course in its entirety

•    All equipment, materials, items, and personnel utilized in the curriculum or course must comply with all standards and meet all requirements to enter a facility that is owned or operated by the Government.

•   The Contractor shall collaborate with each offender that enroll in the curriculum or course to develop an individualized stress and reduction checklist, identifying techniques/methods and exercises, etc. the offender can use after the completion of the curriculum or course to manage and reduce stress.

Qualifications and Certifications:
The Contractor shall designate an instructor or instructors who have the credentials, certification, or proof of training to instruct the evidence-based curriculum or course.  Additionally, the instructor is required to possess at least one year of experience instructing the evidence-based curriculum or course for stress management and reduction techniques.  The Contractor is responsible for providing all personnel required to render the specific services in accordance with the terms, conditions, and specification of the contract. 

For instance, a Contractor whose curriculum is on Mindfulness-Based Stress Reduction (MBSR), the Contractor shall provide evidence of the instructor's certification from an accredited training program in order to instructed MBSR.

Equipment and Supplies:  
The Contractor shall provide all necessary equipment, supplies, tools, materials or books, and other items as well as non-personal services necessary to administer an evidence-based curriculum or course.
