Description

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to initiate a Request for Proposal (RFP) for Heating Ventilation and Cooling (HVAC) maintenance services for various buildings at the Philadelphia Naval Business Center (PNBC). The Contractor shall provide regular and recurring maintenance, diagnostic service requests, and corrective maintenance (repairs). NSWCPD intends to award a competitive, single award Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) services contract with a five (5) year ordering period and a six (6) year Period of Performance (PoP) using the policies and procedures of FAR Part 12 “Acquisition of Commercial Products and Commercial Services” in conjunction with FAR Part 15 “Contracting by Negotiation”. 

This acquisition will include a hybrid Best Value Tradeoff Source Selection procedure, with technical proposals, to make an integrated assessment for a best value award decision. Factor 1 - Quality Control and Factor 2 - Safety will be rated as "Acceptable" or "Unacceptable.  A rating of "Unacceptable,” will render the entire proposal "Unacceptable" and, therefore, ineligible for award.  The Past Performance factors will be rated utilizing Confidence Assessment ratings of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, or Limited Confidence.  Tradeoffs will be made only between Factor 3 – Past Performance and Factor 4 - Price among those offerors who have been determined Acceptable in Factor 1 – Quality Control and Factor 2 – Safety.  Past Performance will be considered significantly more important than price. This may result in an award to higher rated, higher priced offerors, where the decision is consistent with the evaluation factors and if the Source Selection Authority (SSA) reasonably determines that the superior past performance of a technically acceptable higher priced offeror is worth the price difference.

Detailed evaluation criteria will be included in the RFP package. Initial price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of the RFP. Offerors are advised that the Government intends to award a contract based on initial proposals received without discussions or any contact concerning the proposal received. Therefore, each proposal should contain the offeror's best terms. The Government reserves the right to hold discussions at its discretion.

The solicitation N6449822R5001 is expected to be issued on or about 24 May 2022 with a closing date on or about 28 June 2022. The official media of distribution for this RFP is at SAM.gov. Contractors may download the solicitation (including any attachments) and any amendments via the SAM web site at SAM.gov on or after the issue date. It is the offeror's responsibility to monitor the SAM web site for any amendments.

A site visit will be conducted.  Details will be included in the solicitation.
