INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

Background:

In August 2022 Deputy Secretary of Defense published a memorandum for record that directs all mobile device service providers in DoD will capture and save data resident on DoD-provisioned mobile devices when devices are turned-in by users, which is further supported by an Army ALARACT message 054-2022. However, the current Mobile Device Manager product does not provide such service nor does the vendor, especially when it comes to 3rd party applications on the mobile device.

Justification:

ARCYBER G6 will use GrayKey Licenses and Units to retain and archive government mobile data. The license will ensure the mobile device is up to date with the latest software solution to extract the data required as the mobile devices continue to upgrade their operating systems. GrayKey was the only one that has the technology to meet the ARCYBER and DOD requirements for mobile data retention.

Closing Statement:

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability in response to this notice and may submit a capability statement, which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received may be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses to this notice shall be submitted electronically by 12:00 PM Eastern Standard Time, on March 24, 2023 to sarah.a.frenell.civ@army.mil and casie.c.layer.civ@army.mil.
