Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Somalogic Operating Co. Inc., 2945 Wilderness Pl, Boulder, CO, 80301.
The National Institute of Allergy and Infectious Diseases (NIAID)’s Division of Intramural Research (DIR), Center for Human Immunology (CHI), (collectively “Program”) develops and applies systems biology approaches—combining computation, modeling, and experiments—to study the immune system at the organismal, cellular, and molecular levels. The CHI requires the ability to analyze clinical samples (serum, plasma, cell lysates, tissue homogenates, urine, and cerebrospinal fluid) with highly multiplexed (>7,000 analytes) and high throughput (96 samples per kit) proteins. The purpose of this acquisition is to procure SomaScan7K HTS Kits for CHI. SomaLogic Inc. is the only manufacturer of the kits that meets the requirement. Keeping the same brand of kits would maintain the same variables and allow Program to compare data from the new research with the previous research. Using a different kit would introduce new variables and threaten this comparison of data – potentially jeopardizing research. In addition, kits have been approved for use on the SomaScan Assay HTS (high throughput system) currently installed in our lab.
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following:
- Quantity – 6 each; Item# 900-Quote; Description: SomaScan 7K Assay kits (Plasma, Serum, Urine, Cerebral Spinal Fluid, Cell and Tissue Kits) (900-00020, 900-200021, 900-00026, 900-00025, 900-00027) Available only to qualified SomaScan Assay sites.
- Quantity – 6 each; Description: Domestic Shipping and Handling (1 to 5) HTS
Place of Performance or Delivery:
The period of performance is 1 year, approximately 09/08/2023 – 09/07/2024.
The items will be delivered periodically within this 1-year period as requested by NIAID based on need and available storage space.
Delivery location: Bethesda, MD 20814.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2179902) to Lu Chang at lu-chang.lu@nih.gov by 4:00 pm eastern standard time on August 31, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
