Description
INTRODUCTION: This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a potential future procurement. This notice issued by DLA Energy is to identify potential sources and solicit industry to express their capability and interest in the production and storage of bulk Propellant, High Density Synthetic Hydrocarbon Type, Grade JP-10 and Propellant, Priming Fluid, ALCM Engine, Grade PF-1. The contractor shall provide all production related facilities, raw materials, supplies, management, tools, storage, equipment, and labor necessary for the manufacturing of JP-10 and PF-1. In addition, the contractor shall offer DLA the capacity to store DLA Aerospace Energy owned finished goods, manage contractor-furnished drums, and transfer of finished products in proper Department of Transportation (DOT) approved packaging or bulk trailers to DLA customers and/or Energy Aerospace Supply Point (EASP). The Government may contract for all, some, or none of the below, however it still is requesting sources for a potential requirement.
SCOPE OF REQUIREMENTS: The Contractor shall be responsible for all production related facilities, raw materials, supplies, management, tools, storage, equipment, and labor necessary for the manufacturing of JP-10 and PF-1.
FACILITY AND OPERATIONS: The Contractor shall provide bulk storage and shall distribute Government-owned JP-10 and PF-1, into conveyances while maintaining product on-specification at all times. In order to maintain accountability and control over Government-owned product located at the Contractor’s site, the facility shall be designated a EASP and the Contractor shall comply with all requirements in accordance with DLA Energy P-11 Energy Aerospace Storage Points and DLA Energy Aerospace Inventory Requirement Text I116.05.100 RESPONSIBILITY FOR GOVERNMENT-OWNED ENERGY AEROSPACE PRODUCTS (DLA ENERGY AUG 2022).
PRODUCT:
JP-10 provided under this contract shall meet the requirements of MIL-DTL-87107F w/Amendment 1 (Propellant, High Density Synthetic Hydrocarbon Type, Grade JP-10), dated 24 June 2024.
PF-1 provided under this contract shall meet the requirements of MIL-DTL-87173D (Propellant, Priming Fluid, ALCM Engine, Grade PF-1), dated 12 July 2023.
One copy of a Certificate of Analysis (COA) for each sample required by the specification shall be attached to the container inside the rear cabinet and shall also be submitted as an attachment to the applicable (Wide Area Workflow-WAWF).
PRODUCT DISTRIBUTION: The Government shall coordinate approved carriers for JP-10 and PF-1 bulk shipments via tank trucks, as well as approved carriers for JP-10 and PF-1 drum shipments.
BULK STORAGE EQUIPMENT REQUIREMENTS:
The Contractor shall provide a minimum of two (2) JP-10 storage tanks with a combined useable capacity of at least 135,000 gallons.
The Contractor shall have the capability to receive and distribute JP-10 from bulk tanks, into trucks and drums. Additionally, contractor shall provide warehouse storage for drummed product.

ANTICIPATED PERIOD OF PERFORMANCE: This potential requirement has a 5-year period of performance, 16 June 2025 through 15 June 2030.
ANTICIPATED CONTRACT TYPE: The Government may award one (1) Firm-Fixed Price Requirements type contract.
CAPABILITY STATEMENT: Interested qualified organizations should submit a capability statement for this requirement addressing the areas below. Statements should include an indication of current business size and a list of available ancillary services available as well as any technical information believed to be useful to the Government. The capability statement at a minimum shall address the potential vendor’s ability of the following:
a. Capability to fully meet the specification. Contractors must address the JP-10 and PF-1 industry and the ability to meet all the needs for the entire period of performance. Contractors should address previous force majeures and how they would impact this requirement.
b. Capability to perform all the sampling/testing requirements listed in the specifications.
c. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed.
d. Statement of ability to manage the DLA EASP in accordance with DLA Energy EASP P-11.
e. For consideration in a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov.

i. Submit a recent copy of the Certificate of Analysis (COA) for JP-10 and PF-1, demonstrating that the products meet the appropriate specifications..
