Rotational Deployment Mechanism (RDM) Refurbishment

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source, firm fixed price contract to Curtiss-Wright in support of refurbishment services on the rotational deployment mechanism (RDM) unit for a Virginia-Class submarine.

The solicitation is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included with this notice.  In accordance with FAR 4.1102 and the provision set forth in FAR 52.204-7 of this solicitation, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the offer submission date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, DFARS (last updated 12/30/2021), and NMCARS 18-21.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and Size Standard of 1,250 employees apply. The Product Service Code is J020 Maintenance and Repair of Ship and Marine Equipment.

The solicitation number for this requirement is N32253-22-R-0006.  This solicitation will close on 03/07/2022 at 3:00 p.m. HST. Submissions are to be emailed to both the primary and secondary point of contacts listed in this posting.

The Period of Performance is 06/01/2022-01/05/2023.

Please note the following: 

• All solicitation amendments must be acknowledged in quote submission.
• The Offeror must submit their quote in accordance with the CLIN structure established in the Solicitation.
• Section L – Instructions, Conditions, and Notices to Bidders: This section provides instructions and information for acceptable proposal submission.
• Section M – Evaluation Factors: This section includes information on the basis of award and factors that will be evaluated for award.
• All Offeror questions pertaining to the Request for Proposal N32253-22-R-0006 are due by 7:00 AM HST, five (5) calendar days after release of the solicitation. The Government is not obligated to answer questions submitted after this common cut-off date.
• All questions regarding the solicitation shall be submitted in writing via email to the listed POCs. No telephonic requests will be accepted.
