Description

NASA/GSFC has a new requirement for an Integrated Payload Assembly (IPA) TVAC Test Vibration Isolation System (VIS) for the Roman Space Telescope Project.

Roman Space Telescope is a NASA observatory designed to perform wide-field imaging and slitless spectroscopic surveys of the near infrared (NIR) sky for the community as well as direct imaging of exoplanets and debris disks using a coronagraph. This Project is the top-ranked large space mission in the New Worlds, New Horizon (NWNH) Decadal Survey of Astronomy and Astrophysics.

The contractor shall provide the facilities, personnel, services, tools, equipment, and materials necessary to design, analyze, manufacture, test, and deliver the IPA TVAC VIS.

It is anticipated that the subject contract will be a full and open competition, and Firm-Fixed-Price (FFP) effort.  The period of performance will be for approximately 14 months after contract award.

The Government anticipates a release of the Request for Proposal (RFP) in early March 2022.

The anticipated Small Business goals for this procurement are as follows:  Total Small Business Goals 6.0 percent; Small Disadvantaged Business Concerns (SDB) 2 percent; Women Owned Small Business Concerns (WOSB) 1 percent; Historically Black Colleges & Universities 0.0 percent; HUBZone Small Business Concerns 0.5 percent; Veteran-Owned Small Business Concerns (VOSB) 1.0 percent; Service-Disabled Veteran-Owned Small Business Concern 0.5 percent.

The Government does not intend to acquire a commercial item using FAR Part 12. 

The NAICS code is 336419, Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing, with a size standard of 1,000 employees.
