Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15, Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) located at Fort Detrick, MD, in support of the U.S. Army Medical Materiel Development Activity (USAMMDA) located at Fort Detrick, MD. 

This requirement will be an Unrestricted Competition. Proposals are being requested and the solicitation number is HT9425-23-R-0011. The solicitation is issued as a Request for Proposals (RFP) for the identification and procurement of a medical Food & Drug Administration (FDA) 510(k) cleared commercial, portable Human Ultrasound System (pHUS) for use in Army Deployed Medical Role of Care 2 and 3. The pHUS system will provide ultrasound imaging in surgical, orthopedic, critical care, and emergency care procedures in deployed military settings, primarily to treat service members injured in combat or non-combat accidents. Once procured, the items will undergo operational testing and environmental testing in preparation for the final selection of a pHUS that will become a part of the Common Hardware Systems-5 (CHS-5) contract to allow for the procurement of up to an additional 533 pHUSs. Reference attached Combined Synopsis/Solicitation HT9425-23-R-0011 for detailed information on the requirement, instruction to offerors and evaluation criteria as well as any attachments included in this posting.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-08 which are effective 28 October 2022. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. This is an Unrestricted Procurement under NAICS Code 334510, with a small business size of 1,250 employees; all qualified vendors are encouraged to submit a proposal.

Date and Time of Receipt of Proposals

Questions in response to the RFP are due no later than 10:00 AM Eastern Time on Thursday, 17 November 2022. NOTE: All questions must be sent via email to brandon.m.roebuck.civ@health.mil. Only one (1) set of questions will be accepted from each vendor. Questions received after this date will not be accepted. No phone calls will be accepted. An Amendment to this RFP will be posted to SAM.gov with responses to the questions received. 

Proposals in response to the RFP are due no later than (REVISED 23 NOVEMBER 2022) 10:00 AM Eastern Time on Tuesday, 06 December 2022. NOTE: All submissions must be sent via email to brandon.m.roebuck.civ@health.mil. Oral offers will not be accepted.
