Description

The Naval Air Systems Command (NAVAIR) intends to award a modification to an existing sole-source Cost Plus Fixed Fee (CPFF) delivery order N0001920F0009 under Basic Ordering Agreement N0001919G0031 to Rockwell Collins, Inc. (RCI) to furnish the necessary labor, equipment, and material required to evaluate and repair KGR-72 Very Low Frequency Receivers (VLF) (quantity 20). RCI is the original designer, developer, and manufacturer of the KGR-72 VLF Receiver and is the only source with the requisite technical data necessary to perform this work.

The authority permitting other than full and open competition is provided by 10 U.S.C. 3204(a)(1) the property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency. 

This notice of intent is not a request for competitive proposals.  However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis.  A determination by the Government not to compete this proposed delivery order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Companies interested in subcontracting opportunities should contact RCI directly via Christine Baron, Christine.M.Baron@collins.com.
