Description
Mission and Installation Contracting Command (MICC) Fort Cavazos is issuing a PRE‐SOLICITATION NOTICE, W91151-23-B-0020 for an Invitation for Bids (IFB) firm fixed price construction contract to renovate building 32010 to modern standards. The work shall be located at building 32010 at the intersection at W. Old Ironsides Ave. and New Dawn Dr., Fort Cavazos, Texas. The exact location will be shown by the Contracting Officer. This acquisition is 100% Small Business set-aside under NAICS 236220 (Size Standard $45.0 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Cavazos, TX. The Wage Determination: General Decision Number: TX 20230230 / 01/06/2023, Superseded General Decision Number: TX 20220230; State: Texas; Construction Type: Building County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing, the solicitation is 15 June 2023, bid opening 30 July 2023 and completing contract performance within 300 calendar days. An additional 30 days will be added to the project completion dated to account for processing of award. The technical exhibits will be available for inspection without charge through the Government wide Point of Entry (https://sam.gov/). No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall ensure SAM information is current.
