The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), James J. Peters VA Medical Center (JJPVAMC), Bronx, New York, in support of the VA Hudson Valley Healthcare System (HVHCS), intends to procure on a sole source basis (IAW FAR 13.106-1(b)) from Carrier Rental Systems Inc. The HVHCS has a requirement for replacing existing Carrier air cooled chiller system with an updated model, 30XV-3506ML01G4D3. This mobile chiller system will be installed on an existing trailer that is a pre-piped with VFDs, pumps, and electrical requirements for this brand. The intent is to procure through the OEM and sole authorized distributor/installer, Carrier Rental Systems Inc. The intended procurement will be classified under North American Industry Classification System (NAICS) 333415 with a Small Business Size Standard of 1,250 employees. The FSC code for this procurement is 4140. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and/or services. All capability statements received by closing of this notification will be considered. A determination not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed price contract. Based on the above information, it has been determined that the appropriate procurement method is a sole source to the OEM and distributor, Carrier Rental Systems Inc.
