Description
Solicitation will be available on or about May 23, 2024 at https://www.dibbs.bsm.dla.mil/.
The Government is pursuing a fixed-price prime vendor Indefinite Quantity Contract (IQC) with a five- year base period. This acquisition will replace Automotive Prime Vendor Worldwide (APVW) contract SPE7LX-22-D-0061, which was cancelled in January 2024. The scope of this acquisition includes non-NSN automotive spare parts supplied by 1,248 different CAGE code and 292 non-stocked NSNs consisting of automotive parts and maintenance hardware items for automotive parts. Throughout the life of the contract NSNs may be added and/or deleted via bilateral modification in accordance with Procurement Note L27- Addition/Deletion of Items.
This acquisition is a 100% small business set-aside and will be solicited with full and open competition after exclusion of sources. Items awarded under this acquisition will not be priced until an order is received in accordance with FAR 13.302-2. Delivery and price will be negotiated and definitized within three business days from receipt of the requirement. The exception to the three days will be if the item requires technical referral to clarify requirements prior to being definitized.
The prime vendor is responsible for supply chain management, which includes distribution, parts acquisition,
customer service and technical support including technical assistance to customers in areas such as part number identification, clarification of requirements, item description, obsolete item solutions, and support needed prior to or after requisition is received.
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Interested persons may identify to the contracting oicer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice.
To facilitate evaluation, written proposals shall be submitted in four volumes as outlined in the solicitation. All volumes must be submitted by the closing date and time specified on the solicitation.
