Notice of Intent to Award Sole Source to Boston Consulting Group

The Government hereby submits a notice of intent to award a Single Award Blanket Purchase Agreement (BPA), and a class of subsequent firm fixed priced orders for Professional Consulting Services for  all echelons of the Naval Air Systems Command,  Naval Sustainment System, Aviation (NSS-A) and Naval Aviation Enterprise (NAE) for continued advisory services necessary for the implementation of flow of cost, cost reductions and budgetary reform for the execution and implementation of a Naval Aviation platform enterprise strategy to leverage commercial maintenance best practices, cost efficiency and efficient practices throughout the Enterprise. This single award BPA is to be awarded to The Boston Consulting Group Inc. (BCG), against GSA Multiple schedule (MAS) contract 47QRAA21D00AU in accordance with FAR 8.405-3. This single award BPA will be issued with an anticipated ordering period of one year, plus four one-year option period.   The total estimated value is $330,000,000.

This announcement constitutes a synopsis of the award of the Single Award BPA including all subsequent options and awards per FAR 8.405-6(a)(2)(i)(A).

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Naval Aviation Cost Reduction Excellence.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
