Request for Information (RFI)/Sources Sought: 191NLE23N0003 INL/Haiti Heavy Equipment
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
DESCRIPTION
The International Narcotics Affairs Section (INL - U.S. Embassy, Port-au-Prince) requires four (4) heavy vehicles, as provided in the specifications below. The vehicles & equipment will enhance security and facilitate the ability of the Haitian National Police (HNP) to remove major obstacles and roadblocks installed by gangs in Port-au-Prince and outlying areas. This support will assist both the US and Haitian Governments’ efforts towards confronting violent gangs in Haiti. In addition to supplying and delivering the vehicles and trailer, the contractor shall provide necessary parts to ensure that maintenance is possible in Haiti.
The heavy vehicles will be used by HNP specialized units in counter-gang operations and patrols in support of national security missions, including anti-kidnapping operations. The vehicles will operate in extremely challenging environments, to include unpaved roads with large potholes and under small arms fire from gangs.
The contractor shall provide all required labor, personnel, management, materials & equipment to supply INL Port-au-Prince/HNP with four (4) heavy vehicles and shall ensure that any required maintenance/warranty/guarantee services are available throughout Haiti.
This RFI/Sources Sought notice is issued for planning purpose only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the RFI/Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI/Sources Sought. Responses to this notice will not be returned.
The following information is requested in this RFI/Sources Sought:
1. Company name, point of contact, phone number, and address;
2. UEI Number and CAGE Code;
3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor];
4. SDVOSB/HUBZONE/8(a)/WOSB certification;
5. Statement of capabilities in providing Heavy equipment, storage, delivery, and (if necessary) installation services and technical support indicating that the vendor can perform the requirements as stated.
6. Examples of relevent past performance.
7. Questions, clarifications and/or recommendations to INL to inform a better process to completion.

This information is due no later than March 10, 2023 at 12:00 PM EST.
