Description

This Sources Sought Notice SPE605-25-RFI-1000 is for information only and shall not be construed as a Solicitation, nor as an obligation on the part of Defense Logistics Agency Energy (DLA-Energy). The purpose of this Sources Sought Notice is to identify qualified businesses that are interested and capable of providing for the direct delivery of fuel to various locations in Italy. This Sources Sought Notice is for planning purposes only. Requests for solicitation will not be responded to and no contracts shall be awarded based on the responses received. Please see section “Responding to this Notice” which gives instruction on what’s needed in vendor response.

Description

In accordance with FAR Part 10, DLA Energy is conducting market research to identify interested vendors capable of providing fuel products to DLA Energy's customers located in Connecticut (CT), Massachusetts (MA), Maine (ME), New Hampshire (NH), New Jersey (NJ), New York (NY), Pennsylvania (PA), Rhode Island (RI), Vermont (VT). The resultant contract type will be a Fixed-Price with Economic Price Adjustment contract.

For purpose of compiling responses to this Source Sought Notice, the deadline is set on October 28, 2024, 15:00 PM, Fort Belvoir, Virginia Time.

Responding to this notice please provide the following information:

1. Your company name, CAGE Code, any owners, email address, phone/fax number,

2. Background information of the firm and/or contractor regarding technical capability and ability to perform.

3. What types of fuel are you capable of supplying? Which areas can you supply the fuel for? What are the names and locations of your fuel supplier(s)?

4. Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s).

5. Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)?

6. Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in any of the states listed above?

The anticipated period of performance is from April 1, 2026 to March 31, 2031.

All responsible offerors must be registered in SAM.gov.

All documentation and statements received in response to this source sought shall become the property of the U.S. Government.
