THIS IS A SOURCES SOUGHT NOTICE ONLY: This announcement is seeking information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES OR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to conduct market research to determine if there are a sufficient number of qualified and interested Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of providing the required services, to warrant a solicitation set-aside in accordance with the requirements of Public Law 109-461. The Department of Veteran Affairs, Veteran Benefits Administration, Central Office, 1800 G. St. NW, 20006, is seeking a qualified Service-Disabled Veteran-Owned Small business (SDVOSB) or Veteran Owned Small Business (VOSB) to provide The Office of Staff of Operations' goal to anticipate and meet VBAs workforce and talent needs by using data-based decision making to effectively accomplish recruitment, staffing, and benefit delivery services. Please review the attached draft Performance Work Statement for additional details. Interested parties responding to this source sought request shall submit a capability statement including the following information at a minimum: (1) Company name, address, Unique Entity ID, and point of contact with phone number, and e-mail address; (2) Type of business (i.e. Large Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Business (SB), etc.); (3) NAICS Code under which your company provides the required services; (4) List of firm s experiences in work performed of similar type and scope to include projects in progress and completed within the past 3 years; (5) A positive statement of your firm s ability to meet the requirements of 13 CFR § 125.6, Limitations on Subcontracting; (6) A positive statement of your firm s intent to submit a quote in response to a solicitation for this project; The response date for this Sources Sought notice is September 22, 2023, at 2:00 PM CT. The Government will not pay any costs for responses submitted.
