Description
This RFQ is issued as a 100% Small Business Set-Aside under NAICS Code 237130. Quotes will be evaluated and awarded based on lowest price technically acceptable (LPTA).
Quotes shall include all the information as indicated on the SF1449 and WES-L-2001, Addendum to FAR 52.212-1 Instructions to Offerors. Failure to include the information indicated may result in quote being considered non-compliant with the solicitation requirements and therefore not considered for award.
In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications.
Quotes must be submitted via FedConnect or e-mail to the Contract Specialist, John Pratt at jpratt@wapa.gov, and received by the date and local time indicated in Block 8. Quotes submitted via any other method than FedConnect or email will not be accepted or considered. It is the vendor’s responsibility to ensure that the Government receives submitted quotes by the due date. Quotes received after the due date and time will not be considered for award.
Offeror must have active/current registration in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must have active/current registration in the SAM database at the time of quote submission, prior to award, during performance, and through final payment of any contract resulting from this solicitation.
QUOTE SUBMISSION DETAILS:
1. Offeror shall make pricing and terms valid for a minimum of 60 days from the solicitation closing date appearing in block 8 of SF1449.
2. The quote is for the removal and install of a refurbished transformer.
3. Service install of refurbished transformer, place of performance: WAPA (RMR), WESTERN AREA POWER ADMINISTRATION, Virginia Smith Converter Station, 2281 Road 1111, Sydney, NE 69162.
4. Offeror shall provide their System for Award Management (SAM) Unique Entity Identifier (UEI) Number number on their quote.
5. Offeror shall provide country of manufacture of all items quoted and complete the Buy America Certificate (52.225-2).
6. If Offeror fails to include any of the information identified above upon quote submission may result in Offeror's quote being deemed non-responsive and not considered for award.
