WEATHER OBSERVATION AND FORECASTING

The Contracting Department, Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Norfolk, 1968 Gilbert Street, Norfolk, VA, 23511-3392; intends to negotiate a Firm Fixed Price contract utilizing procedures under FAR Part 15 – “Contracting by Negotiation” and FAR Subpart 19.8 – “Contracting with the Small Business Administration.”

The contractor shall provide weather observation and forecasting services at twenty-four (24) Naval Air Stations, Outlying Landing Fields, and Auxiliary Landing Fields across the United States and Cuba as required by Commander, Navy Meteorologic and Oceanographic Command (CNMOC) and Naval Information Forces (NAVIFOR) in support of aviation control.

The Product Service Code for this requirement is R427 – “Weather Reporting and Observation Services,” and the North American Industry Classification System (NAICS) code is 541990 – “All Other Professional, Scientific and Technical Services.” The Small Business size standard is $17.0M.  This prospective Request for Proposal (RFP) will be awarded competitively under the authority of FAR Subpart 19.8, the Small Business Administration’s 8(a) Business Development Program.

The resulting contract will be for the period of a twelve (12) month base year and TWO (2) twelve-month option years along with an optional six-month extension under FAR Clause 52.217-8 “Option to Extend Services.”  All options will be evaluated in accordance with FAR 17.206(a). By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
