Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price contract to Agilent Technologies, Inc. 2850 Centerville Road, Wilmington, DE 19808 on a sole source basis for the procurement of the Agilent Multimode Microplate Reader, Bio Teck Synergy Model SH1M2 needed by the Translational Biobehavioral and Health Disparities (TBHD) Branch.
The purpose of the highly specialized instrument Agilent Bio Teck synergy H1 Multimode Reader will allow the Translational Biobehavioral and Health Disparities (TBHD) Branch of the NIH Clinical Center (CC) to perform biomarker research testing for the planned salivary biomarker experiments for multiple TBHD research studies. The current Agilent Biotek Synergy LX instrument does not meet the needs of the department. The Department has the mission to perform specific planned biomarker research testing which cannot be performed on the current instrument as it does not have the functionality to perform. Protocols for the Agilent instrument have been established and if another instrument were to be purchased, it would cause additional costs to the government to re-establish protocols which would be a duplicate of costs, time, labor and training on the new instrument. Furthermore, Agilent Technologies, Inc is the only known source that will accept the Agilent Biotek Synergy LX instrument as a trade-in to the government.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
