Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full-and-open competition to award a sole source contract for completing system development, fielding and sustainment of AEGIS combat system configurations already delivered or in the process of initial delivery to the fleet through FY 2024. AEGIS baselines applicable to this effort include USN Baselines 5/6/7/9/10, Capability Packages delivered in 2022 through 2024, and variants for USCG and International Customers. This effort is in support of both the United States Navy (USN) AEGIS Cruisers and Destroyers, USCG Cutters and the International AEGIS fleet.
Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, the Government intends to award this contract on a sole source basis to LM RMS. LM RMS is the current AEGIS CSEA under NAVSEA Contract N00024-13-C-5116. Therefore, it is the only firm with the requisite expertise, experience, and capabilities to fulfill the Governments requirements within the requisite schedule.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
