Amendment 0002 incorporates into the Solicitation the following: 1. Questions and Answers received as of 3:00 PM EST on July 17th, 2024; 2. Section B.4 GSAM Clauses Incorporated By Full Text, Clause 552.216-77 Economic Price Adjustment – Electric Supply (March 2020) is updated to add (4) NYPA Transmission Adjustment Charges (NTAC) costs. Any and all associated charges shall be with no markup to the Government; 3. Updated Attachment 3 Price Component Table; and 4. Updated Exhibit 1 - Excel File With Auction Schedule and Account Usage Information.

Amendment 0001 incorporates into the Solicitation GSA's responses to the Questions and Answers received as of 3:00 PM EDT Wednesday July 17th, 2024; updates Section A.1 General proposed Contract term and Pricing Groups; Section A.2 Definitions and corrects the Balancing Authority; Section A.12 Renewable Power/Renewable Energy Pricing Groups updates the number of Pricing Groups; Section C.2 Price Proposal is updated in its entirety; and the ATTACHMENT 3 PRICE COMPONENT CONFIRMATION TABLE and EXHIBIT 1 - RFP Solicitation 47PA0724R0007 are updated.
SOLICITATION 47PA0724R0007 – R2 New York NYISO Competitive Electric Supply
The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point located in the New York Independent System Operator (NYISO) Local Distribution Utility (LDU) service territory within the state of New York. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a term of up to thirty-six (36) full monthly billing cycles for accounts included in this proposed contract. The Government has placed its requirements into seven (7) Pricing Groups, as indicated in the Exhibit 1 attachment. The service start date for all accounts shall begin with the first utility meter read date as specified by the utility for the month listed in Exhibit 1 for each account. The full term estimated quantity to be solicited is 937,380,346 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price. The solicitation is issued as a Request for Proposal. Additional requirements may be added by amendment. Please review all documents and attachments to this solicitation.
All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the New York Public Service Commission (NYPSC), to provide electric supply to retail electric customers, are Electronic Data Interchange and otherwise, suitably qualified by the LDUs in which physical delivery will take place.
Technical proposals must be received no later than 3:00 p.m. EDT on August 1, 2024.
