Market Survey for 30mm x 113mm

Multi-Mode Proximity Airburst (MMPA)

DESCRIPTION:  The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) is issuing a market survey to identify potential sources who can fulfill the 30x113mm Multi-Mode Proximity Airburst (MMPA) requirements. The intent of this Sources Sought notice is assess the state-of-the art technology available to meet the initial draft performance specification requirements. MMPA will integrate with the XM914 Weapon System utilizing a United States Government (USG) contact fuze setter and will require advanced proximity fuze and airframe/propulsion components to meet performance goals.  The MMPA provides Maneuver-Short Range Air Defense (M-SHORAD) the ability to rapidly transition to defend against and defeat both ground and air target sets, and will replace the currently fielded XM1198 High Explosive Dual Purpose with Self Destruct. The Government is seeking information related to improving accuracy, lethality, and reliability over current 30x113mm cartridges.

SPECIFICATIONS: The MMPA will be procured to a Performance Specification marked Distribution D and contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq.).  A Draft Performance Specification will be available upon request.  Before approval is granted to release the Draft Performance Specification, the requestor must be a DoD contractor and registered in an active status in the Defense Logistics Information Service, U.S./Canada Joint Certification Program (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors must submit their certification via DD Form 2345 or register immediately.  Offerors are also required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire and a fully executed Non-Disclosure and Non-Use Agreement which are included as attachments to this Market Survey. Interested companies will be required to return/destroy the Draft Performance Specification when requested by the Government. Offerors should note that the Performance Specification is subject to change.

PLANNED ACQUISITION: This notice is being issued for informational purposes only.  The US Army is considering initiating a Development program starting in FY24 for MMPA with potential production options.  The Army has developed technologies that industry can use at their option to reduce the risk of an integrated design.

SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide a 30x113mm Multi-mode Proximity Airburst cartridge. Interested companies should provide their company name, address, company size (including # of employees), Point of Contact’s name, telephone number and email address, facilities and past performance. 

In addition to where applicable, request that the respondent provide ability to meet the qualification requirements set forth in the initial Draft performance specification.
