The 502d Contracting Squadron (502 CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to solicit and award a sole-source contract to Sirsi Corporation dba SirsiDynix 3300 N Ashton Blvd STE 500 Lehi, UT 84043 USA, under the authority of FAR 13.106-1(b)(1)(i) for an EOS.Web FedRAMP Cloud system.

The Defense Language Institute English Language Center (DLIELC), located at Joint Base San Antonio, TX has a requirement for an EOS.Web FedRAMP Cloud system is a software-as-a-service, where the United States Federal, State and local Government agencies and their contractors can safely and securely use a powerful tool for creating, delivering and reporting assessments. The system must be CAC compatible. The EOS.Web FedRAMP Cloud system must also include provisioning, scaling and maintaining hardware, operating systems, software, ensuring sufficient bandwidth and performance, installing upgrades and managing backups securely. DLIELC is under the operational control of the United States Air Force and is a Department of Defense agency providing services to numerous and varied customers under the U.S. Security Assistance Program. Sirsi Corporation dba SirsiDynix, is the sole enterprise solution that meets DLIELC's need for software-as-a-service requirement.

This notice is not a request for competitive proposals/quotes and no solicitation is available. The Government intends to acquire commercial items using FAR Part 12, Acquisition of Commercial Items, and intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).  Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to belinda.tindal.1@us.af.mil no later than 3:00 PM Central Time, Monday, 08 August 2022 and must provide clear and concise documentation indicating a vendor's bona fide capability to provide these services. The Government will not be responsible for any cost incurred in preparation of responses to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
