Description
NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to FRASCA International, Inc. Urbana, IL for proposed FRASCA Aviation Training Devices Maintenance.
In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to FRASCA International based on the following: The FRASCA Aviation Training Devices are owned and operated by Flight Program Operations, Aviation Safety Training Group. These devices were procured by AFB-500 (Workforce Development Group for Flight Standards) in June 2014 and AFB-500 issued the original contract to them. Flight Program Operations, Aviation Safety Training Group continued with the current contract during the realignment of all flight programs to the Flight Program Operations Organization in October 2016. The FRASCA Aviation Training Devices were designed and built by FRASCA and contain proprietary data. Flight Program Operations, Aviation Safety Training Group is unable to have another contractor provide maintenance support to these units due to their proprietary software and design. FRASCA appointed technicians are the only approved personnel authorized to provide service for these Flight Training Devices.
This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to FRASCA International Urbana, IL and is not available for full and open competition.
