Description

1. In accordance with Federal Law, DoD and Navy policy, and in conjunction with the Defense Priorities and Allocation System, this contract shall be rated "DO." 

2. Progress Payments are authorized if the applicable FAR 52.232-16 and DFARS 252.232-7004 (DEV) are included in this solicitation.

3. This requirement is solicted using FAR Part 15, Contracting by Negotiation.

4. See Section L for proposal instructions.

5. This requirement is set aside for small businesses.
