Description
The Western Area Power Administration (WAPA) intends to issue an award in a single source basis, under the authority of FAR 13.106-1(b)(1), for an instructor-led and curriculum-based training program for leadership competencies reaching employees between GS-9 through GS-12 level. The Department of Energy (DOE) has coordinated and developed a program through the University of Maryland Baltimore College (UMBC) specific to the DOE competency model and mission. With WAPA being part of DOE, and the WAPA specific competency model being similar to DOE's, this program will be beneficial to WAPA employees. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. Please see attached redacted Single Source Justification for more information.
The North American Industry Classification System (NAICS) code for this acquisition is 611430, and the size standard is $12.0M. The base period of performance for these services is April 1, 2022 through August 31, 2022.
This notice of intent is for information purposes only. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulate the company's ability to satisfy the Government's requirements. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. If no responses are received within five calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
