Description
The Commander, Naval Air Systems Command, Commander Fleet Readiness Center (COMFRC) Patuxent River, Maryland intends to award a purchase order to National Physical Laboratory - Hampton Road Teddington TW11 0LW United Kingdom using FAR Part 12 and FAR Part 13 procedures.
Fleet Readiness Center Southwest (FRCSW) Team is needing calibration for model 8495G and 1812A Step Attenuator as NIST is currently down for calibration. We need to have traceability in the standards we use to satisfy lab accreditation. BLI: NMI CALIBRATION - NOISE, MAGNETICS, PROBES. The National Institute of Standards and Technology (NIST) has no capability to calibrate the subject attenuators to the Navy's required uncertainty specifications of 0.006 and 0.007 dB at 10 dB, as per ICPs 17-20GQ-74, 17-20GQ-79, 17-20GQ-106, 17-50GW-006, 17-50GW-007, 17-50GW-009, and 17-50GW-013. National Physical Laboratory (NPL), in England, can calibrate both attenuators with a low enough uncertainty for Navy Primary Standards Laboratory (NPSL) to meet the Navy's workload requirements. NPSL is required to send cal. standards to a National Metrology Institute (NMI), of which NIST is the only one in the United States.

THIS NOTICE OF INTENT TO AWARD IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice.
