Description

NASA Goddard Space Flight Center (GSFC) is hereby soliciting information from potential sources for food services for the Greenbelt, MD campus.

The National Aeronautics and Space Administration (NASA) GSFC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Goddard’s Employee Welfare Association (GEWA) Food Services Agreement. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.  Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort.

REQUIRED CAPABILITIES:

The food service Contractor shall design and maintain a food service program that enhances the quality of life for the GSFC workforce and contributes significantly to NASA GSFC’s mission.  This requires experienced, professional management that offers high quality, nutritious foods, which are attractively and courteously served in clean and comfortable surroundings.  The Contractor shall provide satisfying food portions at a reasonable client cost, all while providing convenient service schedules with positive public relations and economically sound operating practices.  As an Earth science research center, the Contractor is also expected to utilize environmentally friendly business practices, as well as biodegradable products to the maximum extent practicable.     

GEWA requires that the food service Contractor take the initiative in instituting changes and identifying trends in corporate dining. GEWA requires the Contractor to develop timely, innovative ideas, and conduct routine surveys for the demands and opinions of the workforce population and engages in an active partnership with GEWA to bring about new and creative food programs.

GEWA seeks to accomplish the following objectives for its food services program. (This list is not in order of importance.)

  • To offer the latest food concepts, in addition to exceptional service which are responsive to the needs of the GSFC workforce;
  • To enhance the quality of the food services program and increase sales while maintaining costs at a reasonable level;
  • To provide a catering program;
  • To implement vibrant across-the-board marketing strategies;
  • To employ state-of-the-art technology to support the food service operation, i.e., website, call-in number for daily specials, etc.;
  • To develop financial controls and reporting systems that meet the needs and expectations of GEWA;
  • To provide a monetary commission to the GEWA from food service (cafeterias, catering and vending operations); and
  • To employ environmentally friendly service and business techniques.

Please submit a capabilities statement that aligns with the Government’s capabilities in the section above and the enclosed Statement of Work.

Please advise if the requirement is considered to be a commercial or commercial-type product.  A commercial item is defined in FAR 2.101.
