Description
**The following is only a summary of the Request For Information (RFI), please read and answer the attached documents in their entirety.**

** Attached please find the responses to all vendor questions, no further questions will be answered prior to the due date (25 January 2023).**
This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP. Publishment of this RFI and any responses received does not commit the Government to contract for any future services. Further, the Government is not presently seeking proposals and will not accept unsolicited proposals. Responders to this RFI are advised that the Government will not pay for any information or administrative costs incurred in preparation of responses. Any associated costs are solely at the interested party’s expense. Non-responses to this RFI will not preclude competitive participation if an RFP is issued. The Government will neither evaluate nor release any artifacts from the review of the RFI responses.
This RFI is intended for the Government to identify potential sources and strategies for continued hosting of the Army Vantage data analytics application. Information provided in this RFI is subject to change and is not binding to the Government. The Government does not commit to procurement of any RFI requirements discussed. Release of this RFI should not be construed as such a commitment or as authorization to incur a cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
The Army Data and Analytics Platforms (ARDAP) program manages a portfolio of systems that enable the Warfighter through data and analytics. ARDAP modernizes aging, disjointed, and legacy systems through enterprise-scale digital transformation efforts. The Army Data Platform (ADP) product office within PM ARDAP is an emerging initiative that provides unified data analytics capabilities that support federated communities while operating as part of a broader coalition of tools that enable Army enterprise analytics. The ADP solution will provide analytics environments, tools, and services to federated communities across the Army enterprise with the scalability and speed that current Army capabilities cannot provide.
PEO EIS / PM ARDAP are conducting market research to determine industry capabilities to provide a data analytics platform for distributed communities across the Army enterprise, required under the attached DRAFT Capability Requirements Document (CRD). Specifically, the Government is seeking information pertaining to the implementation timeline, available service providers, staffing and management plan, and price. A contract award is currently planned for Second Quarter Fiscal Year 2024 (2QFY24).
Period of Performance (PoP): One 12-month Base period with four (4) twelve (12) month option periods in accordance with Federal Acquisition Regulation (FAR) § 52.217-8.
Interested parties are requested to respond to RFI questions with a White Paper not exceeding fifteen (15) pages, submitted in either Word (.docx) or Portable Document Format (.pdf) using Arial 12-point font, no encryption. The Cover Sheet and Rough Order of Magnitude (ROM) artifacts (submit the ROM as a separate file .xlsx format) do not count against the 15-page limit. Please view the submission information table in RFI document “Army_Data_Platform_RFI(SAM)”, attached.
Please refer to the attached RFI and CRD for detailed requesting information, required questions to which the vendor must respond, and requests for information related to past performance.
