NOTICE: 6/15/2022

Due to a pending court ruling by the U.S. Supreme Court regarding the MPP program, this requirement may be cancelled with no award being executed. However, EOIR is moving forward in preparation of these services being in place if the need arises.

Combined Synopsis/Solicitation 15JE1R2200000005
This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information included in this
notice. The solicitation number is 15JE1R2200000005 and is issued as a Request for Quote
(RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular 2022-02. The associated
North American Industrial Classification System (NAICS) code for this procurement is 541110.
Quotes are due by 12 Noon (EST) on Thursday, June 23, 2022. Submitted quotes will be valid
for 30 days. Questions from vendors are due by 12 Noon (EST) on Tuesday, June 7, 2022 and
Answers to Questions will be posted by 12 Noon (EST) on Monday, June 13, 2022. Questions

The Legal Access at the Border (LAB) program is offered through the Department of Justice
(DOJ), Executive Office for Immigration Review (EOIR). The purpose of this program is to
improve the efficiency and effectiveness of EOIR Immigration Court proceedings by providing
legal services to noncitizens who are: (1) in the custody of the Department of Homeland Security
(DHS), Customs and Border Protection (CBP); (2) in, or may be placed in, removal proceedings;
(3) seeking entry into the United States from locations along the U.S. Southwest Border; and (4)
in, or may be enrolled in, the Migrant Protection Protocols (MPP). The legal services will
include general information and presentations (legal orientation) about:
1. Options and procedures related to remaining in the United States during the pendency of
removal proceedings, such as the non-refoulement interview (NRI) before U.S. Citizenship
& Immigration Services (USCIS); and
2. Immigration court practices and procedures, relief and protection from removal, and other
relevant resources.
EOIR requires the following services defined in accordance with the attached Statement of
Work (SOW). Attachments also include Request for Quote, Instructions to Offeror and Past Performance Reference Sheet.
