11. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for the EQUIPMENT SUPPORT SERVICES LOCATED AT HAMPTON ROADS, VIRGINIA

12. The purpose of the Equipment Support Services (ESS) Hampton Roads (HR) contract is to maintain the readiness of EXWC’s fleet of Naval Expeditionary Equipment Assets located within the Hampton Roads Area of Virginia. ESS HR related services will fall under the following task categories:

  1. Inspection Services
  2. Corrosion and/or Preventative Maintenance Services
  3. Refurbishment, Repair, and Overhaul Services
  4. Upgrade, Modernization, and Modification Services

13. Procurement Method: Contracting by Negotiation- Solicitation for Non-commercial services.

14. The NAICS Code for this procurement is 811310 and the annual size standard is $8,000,000 (millions of dollars).

15. The Government intends to award this contract to only one contractor.

16. The Government intends to award a contract with an ordering period of sixty (60) months plus 6 month option. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. 

17. EXWC currently has an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price contract to perform services similar to those being procured in this contract awarded in 2021 for Southern California and Gulfport Mississippi. This contract does not cover the geographic region of greater Hampton Roads Virginia. It is the Governments’ intention to award a new contract covering this region for the furtherance of fleet readiness.

18. Offerors can view and/or download the solicitation, and any attachments, at https://beta.sam.gov  when it becomes available. 

19. The proposed contract action is for services for which the Government intends to competitively solicit and award to one company under the authority of FAR 6.102. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days after date of publication of this synopsis will be considered by the Government.

20. Large business concerns are required to submit a subcontracting plan prior to award of the Contract.

21. The government intends to release a solicitation that utilizes source selection procedures which require Offerors to submit a technical proposal, safety, past performance, and a price (or cost) proposal for evaluation by the Government.

23. A sources sought notice N39430ESS for this procurement was posted on 01 December 2021 on beta.SAM.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.
