Purpose: Synopsis for KC-135 Center Console Refresh

Synopsis

1.         Draft Solicitation issued 04/05/2023 will close 30 calendar days after issuance
 

2.         RFP# - FA8105-23-R-B004 (DRAFT)
 

3.         Nomenclature/Noun – KC-135 Center Console Refresh
 

4.         Application (Aircraft) – KC-135
 

5.         Description: The US Air Force needs an updated Fuel System (FS) and Flight Display System

(FDS) due to obsolescence and is looking for innovative ideas to not only replace but improve these systems with turn-key solutions enabling supportability and future growth. The FS, FDS, and the potential derived requirement aspects of both define the scope of the CCR program.
 

6.         The anticipated contract will be a Fixed Price Incentive Firm Target (FPIF), Firm Fixed Price, Cost Reimbursable single award indefinite quantity/indefinite delivery type contract comprised of One Base Year with Eight One-Year Option Periods and a projected period of performance from April/May 2024 to March/April 2033.

8.         An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
 

9.         An On-Site Visit at TAFB and virtual Pre-Solicitation Conference are expected to be held after release of Draft Solicitation to allow interested parties to inquire further about the KC-135 Center Console Refresh acquisition. Further details will be provided in an amendment to this synopsis.
 

10.       Question and answers from RFI-09 will be provided in an amendment to the Draft Solicitation, prior to the posting closing date.
 

11.       Questions and answers for the Draft Solicitation will be provided approximately 10 business days after close of Draft Solicitation.
 

12.       Reference Documents will be provided in an amendment to the Draft Solicitation, prior to the posting closing date.
