Description

The 509th Contracting Squadron (509 CONS) announces the projected solicitation FA462523R0003 Mess Attendant for the food service attendant services required at Whiteman Air Force Base, Missouri 65305.

This requirement is to provide all personnel, supervision, and any items and services necessary to perform food service attendant services at Whiteman AFB, MO. The Contractor shall, except as specified in this Performance Work Statement (PWS) as Government furnished property or services, provide all personnel, supervision, and any items and services necessary to perform food service attendant services at Whiteman AFB, MO, as defined in this PWS. The Contractor shall perform the requirements in this PWS and conform to the professional standards identified in this contract, and shall follow all applicable instructions and directives as identified by this PWS. Contractor tasks include, but are not limited to, the following: (1) cleaning facilities, kitchen equipment, utensils, dishware, and furniture in dining areas, (2) performing cashier services, (3) replenishing expendable supplies, and (4) ensuring maintenance, repair, and quality control of food service equipment. Upon initiation of contingency clause operations, perform all required tasks to include cooking, serving, replenishing food, and preparing vegetables and fruits for the salad bar to ensure continued serving.

The estimated quantities of work are listed in Technical Exhibit 2, Workload Estimates. The 509 FSS also has a contract support agreement with the 442nd Fighter Wing to provide mess attendant services on UTA weekends. The estimated contract period including all option years is 1 October 2023 – 30 September 2028. The NAICS for this requirement is 722310, Food Service Contractors-Cafeteria, with a PSC of S203, Food Services and a business size standard of $41.5 Million.

This procurement is 100% set-aside for qualified Section 8(a) certified small business firms nationwide. Responses to the Request for Proposal (RFP) will be evaluated using Price-Performance Trade-Off (PPT) evaluation factors. The Government will issue an award to a single Section 8(a) certified small business using a Firm Fixed Price (FFP) Type contract. Services shall be procured pursuant to the regulatory direction of FAR Part 12, Acquisition of Commercial items.

Potential offers are responsible for monitoring the System for Award Management website for the release of the solicitation package, which should be on or about 15 May 2023, for downloading their own copy of the solicitation package and for downloading their own copy of each associative amendment, if any. The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package, including the Standard Form 1449 and continuation pages, the Performance Work Statement, the Collective Bargaining Agreement, and the Past Performance Questionnaire, shall be made available only on the System for Award Management website at www.SAM.gov. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored.

No response to this announcement is required. The government will not pay for any information submitted in response to this announcement. The solicitation subsequent to this announcement may be cancelled. After solicitation and prior to award the possibility exists to reject all offers when cancellation is clearly in the public interest. This announcement does not obligate the Government to pay for any bid/proposal preparation costs.
