Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Scinomix, Inc. (UEI: KMW5L9T9S2N1), 4372 Green Ash Drive, Earth City, MO, 63045-1219, United States.
The sole source justification is based on the following:
Scinomix, Inc. is the sole manufacturer of the Sci-Print VXL, which is the only robotic aliquoting system capable of handling tubes required by NIST containing aqueous standard reference materials (SRMs) for forensic DNA biometric measurement quality assurance. NIST requires ISO 18385:2016 compliant lab ware for forensic DNA biometric SRMs to minimize the risk of contamination in products used to store biological material for forensic purposes. This limits the type of tubes available for use in NIST forensic SRM manufacturing. Market research has determined that Scinomix, Inc. manufactures the only system capable of meeting the Government's requirements for benchtop size, throughput, capacity, and capability to de-cap, fill, re-cap, and label an ISO 18385:2016 compliant vessel in a HEPA-filtered enclosure.
Scionomix, Inc. provided documentation stating that they have no authorized resellers.
The resulting purchase order will be a Firm Fixed-Price purchase order. The NAICS Code is 334516—Analytical Laboratory Instrument Manufacturing, and the size standard is 1,000.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 am EST on August 28, 2024, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
