Description

The National Cemetery Administration is soliciting proposals under Solicitation No. 36C78623Q0013. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, medallions, and niche covers for deceased Veterans worldwide. Memorial headstones, markers and niche covers are also furnished to memorialize Veterans whose remains are non-recoverable. Medallions are available in lieu of a headstone, marker, or niche cover and shall be affixed to Veteran s privately purchased headstones or markers. The purpose of this contract is to manufacture, package and distribute worldwide, FOB Destination bronze Veteran medallions in small, medium, and large sizes and Medal of Honor medallions in medium and large sizes. The Contractor shall provide all labor and materials necessary to manufacture the molds for each medallion size, manufacture of final product according to orders, and package and ship (FOB Destination) utilizing United States Postal Service (USPS). Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. The Government will award a Firm Fix Unit Price Requirements contract resulting from this solicitation to the responsible offeror whose proposal is the best value to the Government. Proposals will be evaluated in accordance with FAR 13 Simplified Acquisition Procedures to determine which response represents the best as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Technical subfactors are Sample Acceptance, Methodology and Quality Assurance. Samples failing to meet the submission requirements and their proposals will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This solicitation is being issued as Full and Open Competition to all business registered in SAM. The NAICS Code is 331529.  Size standard is 500 employees, solicitations will be available for download from https://sam.gov/ on or about November 30, 2022. Questions are due by 9am on December 8, 2022 responses to the solicitation are due by 4pm Eastern time on December 21, 2022. Any amendments to the solicitation will also be available at https://sam.gov/. Offerors are advised they are responsible for obtaining any amendments.  Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
